深圳因改革開放而生、因改革開放而興。在中國(guó)改革開放的各個(gè)歷史時(shí)期，深圳始終是“試驗(yàn)田”和“排頭兵”。從邊陲小鎮(zhèn)到現(xiàn)代化國(guó)際都市，深圳用40多年時(shí)間成就了一個(gè)城市發(fā)展奇跡，也成為向全世界展示和詮釋中國(guó)式現(xiàn)代化偉大成就的重要窗口。

深圳新聞網(wǎng)2026年1月7日訊（深圳特區(qū)報(bào)記者 吳亞男）前不久，芬蘭企業(yè)通力電梯啟動(dòng)粵港澳大灣區(qū)投資計(jì)劃，在深圳前海設(shè)立中國(guó)南方總部，建設(shè)研發(fā)中心、智慧物流與裝配中心。目前，智慧物流中心已經(jīng)正式啟用。

磁力強(qiáng)勁 月均新設(shè)外企逾千家

數(shù)據(jù)顯示，2025年以來，深圳實(shí)際使用外資呈現(xiàn)逆勢(shì)增長(zhǎng)，1—11月，全市實(shí)際使用外資451.7億元，同比增長(zhǎng)6.5%。全市新設(shè)外商投資企業(yè)數(shù)量超過萬家，美國(guó)杜邦、法國(guó)德高、英國(guó)BP石油、瑞典?？怂箍档戎馄蠹娂娫谏钚略O(shè)企業(yè)或追加投資。

2025年4月，外資企業(yè)“廣東行”活動(dòng)走進(jìn)深圳，來自高通、霍尼韋爾、通用電氣、萬豪等36家外資企業(yè)和8家外商協(xié)會(huì)的近80位代表，通過實(shí)地考察、政企座談、交流對(duì)接等，深入了解深圳發(fā)展機(jī)遇。這座創(chuàng)新之城處處涌動(dòng)的蓬勃活力、展現(xiàn)的欣欣向榮景象獲多位外資代表稱贊，紛紛表示要“投資深圳，共贏未來”。

“深圳是萬豪國(guó)際在中國(guó)的重要市場(chǎng)，已擁有萬豪國(guó)際旗下26家酒店，在廣東省城市中位列第一?！比f豪國(guó)際集團(tuán)大中華區(qū)政府事務(wù)副總裁申佳林表示，未來除了繼續(xù)加快在深的酒店布局，萬豪國(guó)際將進(jìn)一步發(fā)揮國(guó)際品牌優(yōu)勢(shì)，吸引各國(guó)旅行者暢游中國(guó)，助力深圳建設(shè)世界級(jí)旅游城市。

新機(jī)無限 全球創(chuàng)新資源加速“搶灘”

近年來，外資銀行通過多種方式，持續(xù)加大在深布局力度。開泰銀行、招商永隆銀行、中信銀行國(guó)際、華僑銀行在深設(shè)立金融科技子公司，大新銀行設(shè)立全國(guó)首家“雙牌照”銀行……深圳外資銀行機(jī)構(gòu)數(shù)量和業(yè)務(wù)規(guī)模長(zhǎng)期穩(wěn)居國(guó)內(nèi)城市前三。

不止金融，各路外資外企正加速“搶灘深圳”，用“真金白銀”為深圳投下“信任票”。這不僅源于在深圳看到并獲得了實(shí)實(shí)在在的發(fā)展機(jī)遇，也得益于深圳不斷完善的先進(jìn)制造產(chǎn)業(yè)鏈和創(chuàng)新生態(tài)鏈，吸引著全球高端要素資源加速聚集。

數(shù)據(jù)顯示，2025年1—11月，全市制造業(yè)領(lǐng)域?qū)嶋H使用外資增長(zhǎng)95.4%，高技術(shù)制造業(yè)增長(zhǎng)60%。

2025年，德國(guó)企業(yè)西門子（深圳）磁共振有限公司再度加碼深圳，投資超10億元在南山開建全新高端醫(yī)療設(shè)備研發(fā)制造基地。建成后，將與西門子醫(yī)療在深圳的現(xiàn)基地，以“雙址運(yùn)營(yíng)”模式形成合力，共同構(gòu)成西門子醫(yī)療（深圳）創(chuàng)新產(chǎn)業(yè)園。

厚植沃土 擴(kuò)大開放擁抱全球投資者

知名外資、跨國(guó)巨頭“重倉(cāng)”深圳的背后，市場(chǎng)化、法治化、國(guó)際化的營(yíng)商環(huán)境正是“磁吸力”所在。

2025年3月，深圳再次連發(fā)三份優(yōu)化營(yíng)商環(huán)境工作方案，全方位、各領(lǐng)域、深層次營(yíng)造市場(chǎng)化、法治化、國(guó)際化一流營(yíng)商環(huán)境，為全球高端要素不斷匯聚提供更好保障和支撐。其中，《深圳市2025年優(yōu)化國(guó)際化營(yíng)商環(huán)境工作方案》在吸引外資、對(duì)外投資、國(guó)際貿(mào)易、人才生態(tài)、宜居宜游、城市形象等6個(gè)方面提出26條重點(diǎn)任務(wù)，著力增強(qiáng)深圳對(duì)全球優(yōu)質(zhì)要素資源的強(qiáng)大吸引力和國(guó)際競(jìng)爭(zhēng)力。

同時(shí)，深圳深入實(shí)施外商投資準(zhǔn)入前國(guó)民待遇加負(fù)面清單管理制度，積極落實(shí)電信、醫(yī)療等重點(diǎn)領(lǐng)域試點(diǎn)政策，2025年4月入選全國(guó)新一輪服務(wù)業(yè)擴(kuò)大開放綜合試點(diǎn)城市。

2025年年初，新加坡星展銀行增資近16億元入股深圳農(nóng)商行，成為跨境金融合作標(biāo)桿。“前海取消了外資持股比例限制，允許外資銀行優(yōu)先參與跨境理財(cái)通、本外幣一體化賬戶等，拓寬外資銀行業(yè)務(wù)范圍，有助于公司搶占市場(chǎng)先機(jī)?！毙钦广y行（中國(guó)）有限公司行長(zhǎng)鄭思禎說。

Finnish elevator and escalator company Kone recently announced plans to expand its footprint in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), betting big on the region’s robust economic growth and urban renewal drive to fuel demand for equipment installation and renovation.

The company will establish its China Southern Headquarters in the Shenzhen’s Qianhai. This new hub, scheduled to begin operations in early 2026, will focus on regional market development, customer service, and resource integration.

“The Greater Bay Area is among the most dynamic and innovative regions in China. Qianhai, as a pivotal platform for Shenzhen–Hong Kong collaboration, offers a robust industrial ecosystem, strategic location, excellent connectivity, and strong policy support for cross-border cooperation,”said Joe Bao, executive vice-president of Kone Greater China.

Kone’s decision reflects the overall confidence multinationals place in Shenzhen and their commitment to investing here. With its openness, economic vitality, vibrant innovation ecosystem, and favorable business environment, Shenzhen has become an ideal investment destination for foreign firms looking to gain a foothold in the Chinese market.

To date, companies from 180 countries and regions have invested in Shenzhen, and more than 340 Fortune Global 500 companies have established operations in the city.

In the first 11 months of 2025, Shenzhen’s actual utilized foreign capital amounted to 45.17 billion yuan (US$6.33 billion), representing a year-on-year increase of 6.5%.More than 10,000 new foreign-invested firms were registered, while multinationals like DuPont, JCDecaux, BP, and Hexagon set up new ventures or increased their investments.

In April, representatives from 36 foreign firms visited Shenzhen to explore new investment opportunities.

“Home to 26 of our hotels — the most among Guangdong cities — Shenzhen has strategic significance for Marriott International in China,”said Jamie Shen, vice president of Greater China at Marriott International, adding that the company would further leverage its brand strength to attract global travelers to China.

With foreign banks continuously expanding their presence, Shenzhen now ranks among the top three Chinese cities for both the number and business scale of these institutions.

Kasikorn Bank, CMB Wing Lung Bank, CITIC Bank International, and OCBC Wing Hang have established fintech subsidiaries in the city; and with a new branch in Qianhai, Dah Sing Bank became the first to obtain licenses from both Chinese mainland and Hong Kong authorities.

Shenzhen’s complete industrial chains and innovation ecosystem continue to attract a steady inflow of global investors.

From January to November 2025, utilized foreign investment in Shenzhen’s manufacturing sector rose sharply by 95.4%, with that in high-tech manufacturing growing by 60%.

In 2025, Siemens Shenzhen Magnetic Resonance Ltd. invested over 1 billion yuan in a new R&D and manufacturing facility in Nanshan. Upon completion, it will complement the company’s existing base, established in 2002 in the city’s high-tech industrial park.

In March, Shenzhen released three action plans to optimize its business environment, making it more market-oriented, law-based, and aligned with international practices. The city outlined 26 key tasks across six areas: attracting foreign investment, promoting outbound investment, fostering international trade, nurturing a talent ecosystem, enhancing livability and tourism, and improving the city’s global image.

深圳市進(jìn)一步加大吸引和利用外資實(shí)施辦法

近期，深圳市政府印發(fā)《深圳市進(jìn)一步加大吸引和利用外資實(shí)施辦法》，從重點(diǎn)領(lǐng)域高水平對(duì)外開放、優(yōu)化營(yíng)商環(huán)境、投資運(yùn)營(yíng)便利化水平、資金支持、外商投資促進(jìn)機(jī)制5個(gè)方面，提出22條具體措施，更大力度推進(jìn)深圳高水平對(duì)外開放，吸引更多高質(zhì)量外商投資。

《實(shí)施辦法》明確提出，持續(xù)加大面向隱形冠軍、制造業(yè)龍頭等企業(yè)外資招引力度，對(duì)于2023年—2027年間，年新增實(shí)際外資金額合計(jì)達(dá)5000萬美元及以上的制造業(yè)企業(yè)予以獎(jiǎng)勵(lì)，單個(gè)企業(yè)年度最高獎(jiǎng)勵(lì)人民幣5000萬元，累計(jì)最高獎(jiǎng)勵(lì)人民幣1.5億元。

SZ offers incentives to boost foreign

investment

Shenzhen’s government has recently introduced 22 measures aimed at further attracting foreign investment to the city. These measures are designed to promote the opening of key sectors to foreign capital, enhance the local business climate, simplify investment and operational processes, provide fiscal support and tax benefits, and improve the overall framework for facilitating foreign investment.

The incentives are particularly targeted at leading niche-market players and major manufacturing enterprises. Under the new measures, manufacturing companies that accumulate new foreign investment of US$50 million or more between 2023 and 2027 will qualify for rewards. Eligible enterprises may receive up to 50 million yuan (US$7.07 million) per year, with a maximum total reward of 150 million yuan.
